Regulatory Context

The regulatory framework underpinning European air transport has been evolving rapidly over the last few years. Through the adoption of the Single European Sky legislation (SES packages I and II), the European Commission has made a significant move towards the modernization of air transport in Europe, with the technical support of SESAR (Single European Sky ATM Research).

ADV contributes to SESAR by providing technical assistance to EUROCONTROL on different tasks aiming to modernize ATM. The task deliverables have to be in line with the new ATM rules and a compliance check against the related regulatory documents is often requested.

Our consultants have therefore developed a real knowledge of the ATM regulatory context regarding in particular the Implementing Rules that accompany and detail the contents of the SES Regulation, area per area. For instance:

  • The regulation laying down common rules on air traffic flow management. We are currently revising the CFMU ATFCM documents to be aligned with the regulation;
  • The regulation laying down a performance scheme for air navigation services and network functions. We have recently conducted a study for CFMU intended to set up a mechanism to monitor network performance down to the operational level, on the basis of the high-level Key Performance Indicators defined in the regulation.

ADV also worked with EUROCONTROL or other organisations on several studies related to the SES Community Specifications (CS) under preparation and concerning for instance A-SMGCS, Airport CDM or flight data processing (FDP) interoperability.

ADV also carried out safety studies for which ESARRs (Eurocontrol SAfety Regulatory Requirements) had to be taken into account.

Eventually, ADV has experience with European organisations working on standardisation and regulation, e.g. EUROCAE in the context of the standardisation of flight data processes and exchanges.
